SPPC to Re-Tender Two Independent Power Projects

The Saudi Power Procurement Company (SPPC), responsible for overseeing the planning and execution of electricity generation initiatives in the Kingdom, has announced plans to re-tender two independent power projects. These projects, named Taiba and Qassim IPP, each aim to deliver a significant capacity of 3.6 gigawatts (GW).

In a move to streamline the selection process, SPPC will automatically consider all developers who were previously qualified for these projects. Additionally, new parties interested in participating will have the opportunity to submit their bids. The Requests for Proposals (RFPs) are scheduled to be distributed to qualifying candidates on January 20, 2023.

A notable feature of both the Taiba and Qassim power projects is their readiness for carbon capture and sequestration (CCS) technology. This aligns with the goals set forth in the Saudi Green Initiative, particularly its commitment to achieving net-zero greenhouse gas (GHG) emissions by 2060. By incorporating technologies that support a circular carbon economy, these projects will not only help reduce emissions but also enhance SPPC’s capacity to implement CCS or alternative solutions when feasible.

Furthermore, the re-tendering process will transform the initial two large projects into four smaller combined cycle power projects, each with a capacity of 1,800 megawatts (MW). This strategic decision aims to foster greater participation from developers, engineering, procurement, and construction (EPC) firms, as well as Original Equipment Manufacturers (OEMs), thus encouraging innovation and efficiency in meeting the Kingdom’s energy needs.
