When we think of industry leaders, Dr. Waleed El Sweedy, Chairman of Precision Consulting Engineering Company (PCE), definitely stands out. Reflecting
on his impressive career, he traces his roots back to the Faculty of Engineering at Cairo University. His journey combines a passion for engineering with a solid grounding in management—he holds a Master’s and Doctorate from Cairo University, plus an MBA from the French ESLSCA University.
On top of his role at PCE, Dr. Waleed is also the Vice Chairman of the Engineering Consultation Committee of the Egyptian Businessmen’s Association. He firmly believes that continuous collaboration is key to enhancing the engineering consulting field.

The Birth of Precision Consulting Engineering (PCE)
Dr. El Sweedy shared the story behind the founding of PCE back in 2008. From the beginning, the company aimed to provide a wide range of engineering services, including architectural design, electromechanical work, construction, landscape architecture, and infrastructure development. As PCE grew, it evolved into the PCE Group, leading to the launch of spin-off companies like PCE Project Management.
In 2014, Dr. El Sweedy established an academy dedicated to training and preparing engineers for the job market. He highlighted the collaborative efforts with the Syndicate of Engineers and esteemed institutions such as Cairo and Ain Shams Universities, where many academy graduates found their place within PCE.
The company didn’t stop there; they expanded into hospitality with PCE Hospitality, which specializes in hotel operations, backed by a team boasting 50 years of collective experience. Next came PCE Interior Design, focusing on creating stunning spaces for everything from factories to hotels and real estate. They also launched PCE Industrial Company, dedicated to constructing factories and guiding investors through their projects, ensuring a smooth journey from concept to operational facility.
A Vision for Urban Renaissance
Reflecting on Egypt’s development over the past decade, Dr. El Sweedy emphasized the efforts to create a new generation of cities. He pointed out the focus on boosting the industrial, tourism, and agriculture sectors, which play a vital role in energizing the broader Egyptian economy.
Expanding Beyond Borders
When discussing PCE’s international growth, Dr. El Sweedy highlighted their comprehensive services and project oversight in the Saudi market. With a wealth of experience, PCE maintains a strong commitment to delivering high-quality work across a variety of projects. He expressed gratitude for the trust placed in Egyptian companies in Saudi Arabia.
PCE’s headquarters in Saudi Arabia is strategically located in Riyadh, and they’ve already kicked off projects in the innovative NEOM city. Notably, they’re working on a landmark theater project that spans a whopping 120,000 square meters. As the general consultant, PCE is overseeing both the design and implementation phases of this exciting project on King Abdul Aziz Street in Jeddah.
Their involvement doesn’t stop there; they’re also the general consultants for the “Jeddah Cove” project, finalizing designs across multiple engineering specialties. Among their noteworthy projects is the ambitious “Formula 1” initiative, featuring two interconnected buildings linked by a tower, alongside several commercial and administrative structures in Jeddah, Riyadh, and Maaref School.
With two successful projects already completed in NEOM, PCE is gearing up for a third. Dr. El Sweedy noted the company’s expertise in adhering to specific building codes and requirements for operations within NEOM, mentioning they’ve executed 12 projects in the Saudi market just in the past year. Looking ahead, he teased an upcoming specialized project in the pharmaceutical sector in Sharjah, as well as ongoing work on a food factory and a 14-story administrative building in the Emirates.
Setting Sights on Europe and Africa
As for Europe, PCE is eyeing a unique presence in Italy and exploring opportunities in reconstruction efforts across various countries in the region. Dr. El Sweedy also revealed plans to establish a foothold in Oman.
Turning to Africa, he pointed out the thriving industrial, economic, and urban transformations in several African nations. Notably, he mentioned a country working on a project similar to Egypt’s Administrative Capital. Recognizing the potential, PCE plans to incorporate this into the Businessmen Association’s 2024 strategy, aiming to explore and understand available projects. Dr. El Sweedy emphasized the importance of forming alliances to work effectively within African countries through the Egyptian Businessmen’s Association.
Human Capital: The True Asset
Dr. El Sweedy made it clear that the real capital of any engineering firm lies in its people. He stressed that success is rooted in investing in human resources. PCE prioritizes training its engineers, offering courses that not only enhance performance but also inspire innovative thinking. He shared that the company has also implemented overseas training programs for its engineers to ensure they’re always at the top of their game.
