The State of Qatar has urged nations to enforce laws that criminalize violations against women and children in conflict and post-conflict situations. This appeal emphasizes ensuring justice and accountability for offenders and providing remedies and compensation to victims in line with international law. The statement was part of a joint declaration on the protection of women and children, delivered by Her Excellency Dr. Hend Abdulrahman Al Muftah, Qatar’s Permanent Representative to the United Nations Office in Geneva, during the 57th session of the Human Rights Council.
The declaration, supported by 134 countries, highlighted that women and children are disproportionately affected by violence and displacement during and after armed conflicts. Her Excellency Dr. Al Muftah pointed out that these violations often escalate to genocide, crimes against humanity, and war crimes, emphasizing the need for international law compliance to protect the human rights of women and children in these dangerous environments.

Women and Children Bear the Brunt of Conflict
Dr. Al Muftah underscored that women and children endure the worst forms of violence and upheaval during armed conflicts. They are not only direct victims of violence but also suffer due to displacement, loss of access to essential services, and long-term psychological and physical harm. She called for immediate action to halt these violations and hold those responsible accountable for their actions under international legal frameworks.
The declaration called for the prioritization of children’s best interests in conflict zones, ensuring their safe access to humanitarian aid, and protecting vital civilian infrastructure like hospitals and schools. It also emphasized the necessity for robust funding to support protection measures for women and children on the ground.
Advocacy for Women’s Participation in Peace Processes
Her Excellency Dr. Al Muftah also highlighted the importance of women’s involvement in conflict resolution and peacebuilding. She advocated for the full, equal, meaningful, and safe participation of women in decision-making processes related to conflict prevention, mediation, and peacekeeping efforts. This call aligns with the broader international agenda of increasing women’s representation in peace and security discussions to ensure that their unique perspectives and experiences are considered in global policymaking.
Furthermore, she urged United Nations bodies and mechanisms to prioritize the human rights of women and children in their reports and mandates, ensuring that these issues remain at the forefront of international attention.
Global Commitment to Human Rights
The joint declaration by Qatar and 134 other countries serves as a powerful reminder of the international community’s responsibility to protect vulnerable populations, especially in the most challenging circumstances of conflict. The call for stronger enforcement of laws protecting women and children underscores Qatar’s commitment to human rights and international humanitarian law.
By raising awareness and demanding accountability, Qatar continues to advocate for a world where the safety and dignity of women and children are preserved, even in the face of war and unrest.
