Transforming Paraquita Bay: A Vision for Sustainable Agriculture and Fisheries in the British Virgin Islands

Paraquita Bay, known for its rich lands and waters, has long been the heart of the British Virgin Islands’ agriculture and fisheries sectors. However, modernization and environmental challenges have highlighted the need for innovative approaches. In response, a groundbreaking project has been launched to modernize and fortify these vital sectors. This initiative will introduce cutting-edge infrastructure, including advanced irrigation systems, sustainable aquaculture farms, and improved processing facilities, ensuring the region’s resilience against climate change and securing its food sovereignty.

Design Objectives

  • Functionality and Flexibility: The new complex will accommodate various functions, including administrative offices and other essential facilities, ensuring versatility in its design.
  • Sustainability and Resilience: Eco-friendly materials and technologies will be prioritized to minimize environmental impact, fostering a sustainable future for agriculture and fisheries.
  • Integration and Community Engagement: The complex will integrate with nearby Hamilton Lavity Stoutt Community College and local water and sewage facilities. It will also serve as a training hub for students and inmates, promoting community development and involvement.
  • Regulatory Compliance: The design will adhere to local and international standards, including health, safety, and environmental regulations.

The Virgin Islands Recovery and Development Agency is inviting eligible consulting firms to submit Expressions of Interest for the design and construction management of this agriculture and fisheries complex. Interested consultants should demonstrate their qualifications and relevant experience, focusing on technical competence, local and regional experience, financial capability, and current commitments.

Submissions must be in English and no more than fifteen pages long. Further details, including the Terms of Reference, can be obtained from the Recovery & Development Agency’s office between 9:00 A.M. and 4:00 P.M. from Monday to Friday.

Electronic submissions must be received by 4:00 P.M. on April 8, 2024, and should be marked clearly as “Expression of Interest – Consultancy services for the design and construction management of the agriculture and fisheries complex, BVI.” Following the evaluation of submissions, a shortlist of applicants will be invited to submit technical and financial proposals.
